Texas Senate approves TRAIGA, the landmark Texas Responsible AI Act

May 27, 2025 — Working long hours over the Memorial Day weekend, Texas legislators made progress on dozens of bills including the Texas Responsible AI Governance Act (TRAIGA). The bill, HB 149, was approved in a 31-0 Senate floor vote late Friday, May 23.

Sen. Charles Schwertner, the bill’s sponsor in the Senate, added some last-minute amendments on Friday afternoon prior to passage. Those amendments carved out exceptions for hospital districts and all institutions of higher education, which will not be covered under the requirements of the bill.

If the bill is signed into law by Gov. Greg Abbott, as expected, the Act will go into effect on Jan. 1, 2026.

Rep. Giovanni Capriglione spent two years crafting the measure, gathering input from stakeholders around the state before guiding the proposal through the Texas legislature, which meets only during odd-numbered years.
